لكل عضو من أعضاء المجلس الشعبى المحلى أن يطلب من رئيسه ادراج موضوع معين فى جدول أعمال المجلس قبل انعقاده بأسبوع على الأقل وعلى الرئيس أن يحيل الى اللجنة المختصة ما يقدمه الأعضاء من اقتراحات وموضوعات.
وفى جميع الأحوال لا يجوز أن تناقش بالمجلس الموضوعات غير المدرجة بجدول أعمال الجلسة.
