جلسات المجلس الشعبى المحلى علنية ما لم يطلب رئيس المجلس أو رئيس الوحدة المحلية أو ثلث الأعضاء جعلها سرية.. وفى هذه الحالة يقرر المجلس فى جلسة سرية ما اذا كانت المناقشة فى الموضوع المطروح تستمر فى جلسة سرية أو علنية.
