تنعقد الجمعية العمومية للنقابة في مقر النقابة ويجوز لمجلس النقابة دعوة الجمعية العمومية للانعقاد في مكان آخر يحدد في خطاب الدعوة وتلصق صورة من إخطار الدعوة وجدول الأعمال وكشف بأسماء الأعضاء الذين لهم حق الحضور في مقار النقابة وفروعها ، ويتولى النقيب رئاسة الجمعية العمومية وفي حالة غيابه تكون الرئاسة للأكبر سنا من وكيلي النقابة ، وعند غيابهما تكون الرئاسة لأكبر أعضاء مجلس النقابة الحاضرين سنا .
