يعاقب بغرامة تعادل مثلى ثمن تذاكر السفر للأعداد الزائدة، كل ربان أو مالك أو مستغل لسفينة ركاب تحمل اعدادا من الركاب تزيد على الأعداد المبينة بالشهادات التى حصلت عليها، وكذلك ربان أو مالك أو مستغل لسفينة بضاعة تحمل أكثر من إثنى عشر راكبا أو من العدد المصرح لها بحمله أيهما أقل، وذلك عند وصول أى منها لأحد الموانى المصرية.
