تباشر الهيئة الشبابية أوجه نشاطها طبقا لأحكام هذا القانون ، ونظامها الأساسي ،
وقرارات الجمعية العمومية وقرارات مجلس الإدارة في حدود اختصاصهما . ولها في سبيل
ذلك أن تتخذ كافة الوسائل والسبل التي تراها لتحقيق أهدافها بما في ذلك تنفيذ برامج
تنمية مواردها المالية واستثمار فائض أموالها .
