يجوز للاتحاد النقابى العمالى أن يشكل فروعا أو اتحادات محلية بالمدن والتجمعات
الصناعية أو بالمحافظات ، ويضع الاتحاد اللوائح اللازمة لتحديد أغراض تلك الاتحادات
ومباشرة نشاطها ، وكيفية تشكيلها ، ونظام العمل بها .
