يكون إنشاء النقابة العامة من عدد لا يقل عن عشر لجان نقابية تضم فى عضويتها
خمسة عشر ألف عامل على الأقل .
ويكون إنشاء الاتحاد النقابى العمالى من عدد لا يقل عن سبع نقابات عامة
تضم فى عضويتها مائة وخمسين ألف عامل على الأقل .

تضم فى عضويتها عشرين ألف عامل على الأقل .
ويكون إنشاء الاتحاد النقابى العمالى من عدد لا يقل عن عشر نقابات عامة ،
تضم فى عضويتها مائتى ألف عامل على الأقل .
