يكون لمبالغ الضريبة الجمركية وغيرها من الضرائب والرسوم والمبالغ الأخرى التي تستحق للخزانة العامة طبقا لأحكام هذا القانون ، امتياز على جميع أموال المدينين بها أو الملتزمين بأدائها ، وتستوفى من ثمن الأموال المثقلة بهذا الامتياز في أي يد كانت قبل أي حق آخر ولو كان ممتازا أو مضمونا بحق عيني تبعي ، عدا المصاريف القضائية .
