يشترط لإجراء التظلم أو التحكيم وفقا للمادتين ( ٦٣ ، ٦٤ ) من هذا القانون أن تكون البضاعة ما زالت تحت رقابة المصلحة إلا في الأحوال وطبقا للشروط والأوضاع التي تحددها اللائحة التنفيذية لهذا القانون .
