لا يجوز رفع الدعوى الجنائية عن الجرائم المنصوص عليها فى هذا القانون أو القانون الضريبى أو اتخاذ أى إجراء من إجراءات التحقيق فيها إلا بناء على طلب كتابى من الوزير أو من يفوضه .
