تكون جلسات لجان الطعن سرية ، ويحدد رئيس اللجنة مقررا للحالة من بين عضوى اللجنة المعينين من المصلحة ، ويتولى كل مقرر دراسة ما يحال إليه من طعون وجميع أوجه الدفاع المتعلقة بها ، ويعد مسودة القرار ، وتتم المداولة مع باقى أعضاء اللجنة على مسودة القرار بعد اطلاعهم على أوراق الطعن .
ويجب على لجنة الطعن مراعاة الأصول والمبادئ العامة لإجراءات التقاضى .
