تجتمع اللجنة العليا بناء على دعوة من رئيسها ، ويكون اجتماعها صحيحا بحضور أغلبية أعضائها بمن فيهم الرئيس أو من ينيبه ، وتصدر قراراتها بأغلبية آراء الحاضرين ، وعند التساوى يرجح الجانب الذى منه رئيس الجلسة ، وتعتمد قراراتها من وزير الثقافة .
