للهيئة وللشركات القطاع العام للبترول احتجاز قيمة المبالغ المدرجة لها فى موازناتها التخطيطية بالنقد الأجنبى ، لاستيراد احتياجاتها من السلع الاستهلاكية والوسيطة والاستثمارية ، ولسداد مصروفاتها غير المنظورة وغيرها من الالتزامات المستحقة عليها وذلك من حصيلة الصادرات المملوكة لها من البترول الخام والمنتجات البترولية ، على أن توضع القواعد المنظمة لذلك بالاتفاق بين وزارة المالية ووزارة البترول .
