تضمن المنشأة الخاصة ، بجميع عناصرها المادية والمعنوية في أي يد كانت ، كامل مستحقات الهيئة ، ويعتبر من آلت إليه ملكية المنشأة لأى سبب مسئولا عن الوفاء بجميع الالتزامات المستحقة عليها للهيئة ، وفق أحكام القانون المدنى وذلك فى حدود قيمة ما آل إليه من ملكية المنشأة .
