تنشأ هيئة عامة خدمية تسمى «الهيئة العامة للرعاية الصحية» ، تكون لها
شخصية اعتبارية وموازنة مستقلة ، وتخضع للإشراف العام للوزير المختص بالصحة ،
ويكون مقرها الرئيسى بالقاهرة ، ويجوز لها أن تنشئ فروعا بجميع المحافظات ، ويصدر
بنظام العمل بها وتحديد اختصاصاتها قرار من رئيس مجلس الوزراء ، وتكون أداة الدولة
الرئيسة فى ضبط وتنظيم تقديم الخدمات الصحية التأمينية .
