يلتزم مشغل نظام الدفع أو مقدم خدمات الدفع بأداء ضمان مالي لتنفيذ شروط الترخيص والوفاء بالالتزامات المنصوص عليها في هذا القانون ، وذلك طبقا للقواعد التي يصدر بتحديدها قرار من مجلس الإدارة ، يتضمن على الأخص قواعد تحديد قيمة هذا الضمان ونوعه ، وقواعد الخصم منه .
