للبنك المركزي إلزام مشغل نظام الدفع بإنشاء صندوق لضمان المخاطر التشغيلية المرتبطة به والمخاطر التجارية الناشئة عن إخلال أي من مشاركيه بالتزاماتهم بمراعاة أهميته النظامية وحجم أعماله وذلك طبقا للقواعد والشروط والإجراءات التي يصدر بتحديدها قرار من مجلس الإدارة ، يتضمن على الأخص تحديد قواعد مساهمة المشاركين فيه والصرف منه .
