مع مراعاة الحالات التى يحظر هذا القانون التفويض فيها . يجوز للسلطة المختصة
أن تفوض فى أى من اختصاصاتها الواردة به لشاغلى الوظائف القيادية دون غيرهم ،
وذلك وفقا للضوابط والإجراءات التى تبينها اللائحة التنفيذية لهذا القانون .
