تتم الممارسة بنوعيها بقيام مقدمى العطاءات المقبولة عروضهم فنيا دون غيرهم بالتمارس فى الجلسة المحددة لذلك من خلال جولة أو عدة جولات وصولا لاختيار العطاء الأفضل شروطا تعاقدية والأقل سعرا ، ما لم يكن التقييم فيها بنظام النقاط .
وتستخدم المنظومة الإلكترونية المخصصة لذلك فور اكتمالها وانتظامها وذلك فيما يتم ميكنته وإتاحته من إجراءات .
