يجوز إعلان حالة الطوارئ كلما تعرض الأمن أو النظام العام في أراضي الجمهورية أو في منطقة منها للخطر سواء كان ذلك بسبب وقوع حرب أو قيام حالة تهدد بوقوعها أو حدوث اضطرابات في الداخل أو كوارث عامة أو انتشار وباء.
