لا يجوز المساس بسرية الرسائل والطرود، ومع ذلك فللهيئة فتحها متى انقضت مدة الحفظ التى تقررها اللائحة التنفيذية، أو اشتبه فى احتوائها على أشياء مخالفة للقانون، أو ممنوعة، أو على مواد تستحق عليها رسوم أو عوائد جمركية، أو لأى سبب يتعلق بالأمن، وذلك كله بناء على إذن من قاضى المحكمة الجزئية المختص.
