لا يجوز للأشخاص الطبيعيين والاعتباريين التعاقد على أى عمليات تأمين مباشرة
تتعلق بممتلكاتهم أو بمسئولياتهم داخل جمهورية مصر العربية إلا لدى شركات تأمين
خاضعة لأحكام هذا القانون .
ومع ذلك يجوز للهيئة فى الحالات التى لا يتسنى إبرامها بالداخل ، الترخيص بإجراء
التأمين لدى غير هذه الشركات ، وذلك وفقا للقواعد التى يضعها مجلس إدارة الهيئة .
