ينشأ سجل لدى الجهاز والجهة صاحبة الولاية لقيد قرارات التخصيص المؤقت والبيانات والإجراءات والتصرفات الجوهرية المتعلقة بالعقارات الخاضعة لنظام التخصيص المؤقت .
وللجهاز أن يعهد بإنشاء هذا السجل وتشغيله لإحدى الجهات أو الشركات المتخصصة وذلك كله على النحو الذى تحدده اللائحة التنفيذية لهذا القانون .
