استثناء من أحكام القوانين واللوائح المنظمة للاستيراد والنقد الأجنبي ، يكون للهيئة في حدود موازنتها أن تستورد بذاتها أو عن طريق الغير دون ترخيص ما تحتاج إليه من مستلزمات الإنتاج والمواد والآلات والمعدات وقطع الغيار ووسائل النقل اللازمة لنشاطها طبقا للقواعد وبالشروط والأوضاع التي تحددها اللوائح الداخلية للهيئة .
