تحكم محكمة جنايات أول درجة في كل فعل يعد بمقتضى القانون جناية وفي الجنح التي تقع بواسطة الصحف أو غيرها من طرق النشر عدا الجنح المضرة بأفراد الناس وغيرها من الجرائم الأخرى التي ينص القانون على اختصاصها بها.
