لا يجوز لأى فرد أو جهة سواء حكومية أو غير حكومية أو أى شخصية اعتبارية أو طبيعية إقامة أى منشآت أو أعمال لحجز مياه الأمطار والسيول الجارية
فى الأودية الطبيعية والتى من شأنها تصريف مياه الأمطار والسيول أو تحويلها عن مسارها الطبيعى إلا بترخيص من الوزارة وفقا للضوابط والشروط التى تحددها اللائحة التنفيذية .
