تلتزم كل محافظة بالتنسيق مع جهات الولاية الأخرى بوضع الخطط والسياسات اللازمة لحماية الأرواح والبنية التحتية والمنشآت العامة والخاصة القائمة أو المزمع إنشاؤها بالمحافظة من أخطار الأمطار والسيول مع تقديم الدراسات الفنية وخطط الحماية وآليات الاستفادة منها لاعتمادها من الوزارة .
