ينشأ بقرار من رئيس مجلس الوزراء ، بعد العرض من الوزير ، مجالس على المستوى القومى والإقليمى والمحلى تمثل فيها الوزارات وروابط مستخدمى المياه والأجهزة المعنية للتنسيق والتشاور فيما يخص إدارة الموارد المائية واستخداماتها بين الجهات المعنية ، ويحدد قرار الإنشاء اختصاصات هذه المجالس والبناء التنظيمى لها وأسلوب عملها .
