مع عدم الإخلال بأحكام قوانين التزامات المرافق العامة ، يجوز للوزارة أن تعهد إلى أحد أجهزة القطاع الخاص أو المشترك أو روابط مستخدمى المياه بإدارة وتشغيل وصيانة جزء أو أجزاء من شبكات ومنشآت الري والصرف ولها التنسيق مع رئيس اتحاد روابط مستخدمى المياه طبقا للتنظيم والضوابط والشروط التى تحددها اللائحة التنفيذية .
