تنشئ مصلحة الأحوال المدنية قاعدة قومية لبيانات المواطنين تشتمل على سجل خاص لكل مواطن يميزه رقم قومي منذ ميلاده وطوال حياته ولا يتكرر حتى بعد وفاته، وتلتزم جميع الجهات بالتعامل مع المواطن من خلال هذا الرقم.
