يجتمع المجلس الأعلى للأكاديمية بدعوة من رئيسه مرتين على الاقل فى كل سنة أو كلما دعت الضرورة لذلك ولا يكون انعقاده صحيحا إلا إذا حضره أغلبية أعضائه، ويحدد رئيس المجلس الموضوعات التى تدرج فى جدول أعماله، وتكون مداولات المجلس سرية وتصدر القرارات بأغلبية الأصوات، وإذا تساوت رجح الجانب الذى منه الرئيس.
