تسجل المعاملات المتعلقة باستخدامات وموارد الموازنة العامة للدولة ،
بما فى ذلك المعاملات المتعلقة بشراء الأصول غير المالية «الاستثمارات» وفقا للأساس النقدى .
وتنظم اللائحة التنفيذية قواعد وإجراءات تسجيل المعاملات وتسوية أرصدتها .
