يقصد بالمحاسبة الحكومية فى تطبيق أحكام هذا القانون القواعد التى تلتزم
بها الجهات الإدارية فى تنفيذ الموازنة العامة للدولة وتأشيراتها وتسجيل وتبويب العمليات
المالية التى تجريها وقواعد الرقابة المالية قبل الصرف ونظم الضبط الداخلى وإظهار
وتحليل النتائج التى تعبر عنها المراكز المالية والحسابات الختامية لهذه الجهات وبحيث
تعطى صورة حقيقية لها .
