تسرى أحكام هذا القانون على وحدات الجهاز الإدارى ووحدات الحكم
المحلى والهيئات العامة الخدمية وكافة الأجهزة الأخرى التى تشملها الموازنة العامة للدولة ،
كما تسرى أحكامه على الجهات التى تتضمن القوانين أو القرارات الصادرة بشأنها قواعد
خاصة فيما لم يرد بشأنه نص خاص فى القوانين واللوائح المذكورة ويطلق على الوحدات
والهيئات والأجهزة التى تسرى عليها أحكام هذا القانون " الجهات الإدارية " .
