يخصم بقيمة المبالغ التى يتم صرفها على اعتمادات الموازنة الخاصة بالجهة
الإدارية وفى الأغراض المخصصة لها هذه الاعتمادات ولايجوز تجاوز اعتمادات أى
باب من الأبواب المختلفة ولا الصرف فى غير أغراضه أو استحداث نفقات غير واردة
بالموازنة إلابعد الرجوع إلى وزارة المالية لاستصدار التشريع اللازم .
ويجوز إجراء النقل داخل اعتمادات الباب الواحد للجهة وذلك طبقا للشروط والأوضاع
التى تحددها اللائحة التنفيذية .
