تقدم الدولة المعونة الفنية والمالية للجمعيات التعاونية عن طريق الجهة الإدارية المختصة .
ويجوز ندب العاملين بالحكومة والقطاع العام للعمل كل أو بعض الوقت بوحدات البنيان التعاونى .
ولا يجوز للعاملين بالجهة الإدارية المختصة أن يجمعوا فى وقت واحد بين عملهم الأصلى والعمل لدى الجمعيات بأجر أو بغير أجر .
وتنظم اللائحة التنفيذية قواعد وإجراءات ندب هؤلاء العاملين ومكافآتهم .
