تتولى الإشراف على انتخابات مجالس الإدارة لجان يرأسها أحد أعضاء الهيئات القضائية يصدر بتشكيلها وتحديد مهامها قرار من الوزير المختص بالاتفاق مع وزير العدل .
وينتخب مجلس الإدارة فى أول اجتماع من بين أعضائه هيئة مكتب من رئيس وسكرتير وأمين صندوق .
وتحدد اللائحة التنفيذية طريقة عمل المجلس ومواعيد انعقاده والأغلبية اللازمة لصحة قراراته وكل مايتعلق بسير العمل فيه .
