تصدر اللائحة الداخلية للصندوق بقرار من الوزير المختص بالتعليم العالي
بعد موافقة مجلس الجامعات الخاصة والأهلية وتبين اللائحة كيفية تشكيل مجلس إدارة
الصندوق ونظام عمله ، والشئون المالية والإدارية المنظمة له ، وأحكام الإنفاق من موارده.
ويخضع الصندوق لرقابة الجهاز المركزي للمحاسبات طبقا لأحكام القانون.
