يهدف نظام الأسر البديلة إلى توفير الرعاية الاجتماعية والنفسية
والصحية والمهنية للأطفال الذين جاوزت سنهم سنتين والذين حالت ظروفهم دون أن ينشأوا
فى أسرهم الطبيعية ، وذلك بهدف تربيتهم تربية سليمة وتعويضهم عما فقدوه
من عطف وحنان .
وتحدد اللائحة التنفيذية القواعد والشروط المنظمة لمشروع الأسر البديلة والفئات
المنتفعة به .
