يعاقب بغرامة لا تقل عن خمسة جنيهات ولا تجاوز عشرة جنيهات كل من باع أو عرض للبيع طوابع الدمغة أو الاستمارات أو النماذج المدموغة مقدما بسعر يزيد على السعر المقرر لها .
