يعتبر مؤسسو الجمعية أو المنظمة التعاونية وأعضاء مجلس إدارتها ومندوبو التصفية ومراجعو الحسابات والمديرون وغيرهم ممن العاملين فيها من الموظفين العموميين . كما تعتبر أوراق المنظمات التعاونية ومستنداتها وسجلاتها ودفاترها وأختامها من الأوراق والمستندات
والدفاتر والأختام الرسمية ، وتعد أموال هذه المنظمات من الأموال العامة وذلك كله فى تطبيق أحكام قانون العقوبات .
