لمندوب هيئة التحكيم واختبارات القطن فى أى وقت أن يتحقق من صحة التأشيرات على البالات فى الأحوال الآتية:
( أ ) إذا اكتشف الخلط عند تضريب أو حلج القطن الزهر فى المحالج أو عند فرفرة القطن الشعر فى المكابس البخارية.
(ب) إذ لم يقدم الإخطار طبقا للمادتين 12, 13
(ج) إذا رفض حائز الدفاتر المنصوص عليها فى المادة السابقة اطلاعه عليها أو اذا لم تكن هذه الدفاتر منتظمة
