يرأس اجتماعات المجلس رئيسه، وفى حالة غيابه يحل محله أكبر نواب الرئيس الحاضرين سنا.
ولا تعتبر مداولات المجلس صحيحة الا اذا حضرها أكثر من نصف عدد الأعضاء وتصدر القرارات بالأغلبية المطلقة لأصوات الحاضرين. وفى حالة تساوى الأصوات يرجح الجانب الذى منه رئيس اجتماع.
