تتكون الجمعية العمومية للاتحاد من جميع الأعضاء العاملين المقيدين فى تاريخ الدعوة لانعقاد الجمعية العمومية والمسددين للاشتراكات المستحقة عليهم حتى آخر اشتراك سنوى، وعشرة أعضاء يعينهم الوزير المختص من ذوى الخبرة المتصل عملهم بشئون المقاولات وتكون الجمعية العمومية هى السلطة العليا المختصة بشئون الاتحاد.
