يجتمع المجلس الأعلى للأزهر مرة على الأقل كل شهر أو كلما دعت الحاجة لذلك بناء على دعوة رئيسه ولا تعتبر اجتماعاته صحيحة إلا بحضور أغلب عدد أعضائه، وتصدر قراراته بالأغلبية المطلقة لأعضائه الحاضرين وفى حالة التساوى فى الأصوات يرجح الجانب الذى منه الرئيس وتعتمد قراراته من شيخ الأزهر وتعتبر نافذة من تاريخ إقرار المجلس الأعلى لها.

لا تنفذ قرارات المجلس الأعلى للأزهر فيما يحتاج إلى قرار من الوزير المختص إلا بعد صدور هذا القرار، فإذا لم يصدر منه قرار فى شأنها خلال الستين يوما التالية لتاريخ وصولها مستوفاة إلى مكتبه تكون نافذة.
