يكون للمجلس الأعلى للأزهر أمين عام من الدرجة الممتازة يرشحه شيخ الأزهر ويصدر بتعيينه قرار من رئيس الجمهورية، ويكون الأمين العام مسئولا عن تصريف الشئون المالية والإدارية، وتنفيذ القوانين واللوائح والأحكام القضائية التى تصدر بشأن الأزهر، وله فى هذا الشأن جميع الاختصاصات المقررة لرؤساء المصالح فى كافة القوانين واللوائح
