يكون مستأجرو الأراضى الزراعية والصحراوية التى تسرى عليها أحكام هذا القانون ومن تؤول إليهم ملكيتها بحكم القانون فى الجمعية التعاونية الزراعية التى تنشئها أو التى تحددها وزارة الإصلاح الزراعى وإصلاح الأراضى .
وتنظم الوزارة الدورات الزراعية المناسبة التى يكون من شأنها زيادة الإنتاج فى الأراضى المشار إليها وتحسينها .
