تضمن الدولة الحرية اللازمة للأشخاص ذوى الإعاقة في إنشاء المنظمات أو الاتحادات النوعية والإقليمية الخاصة بكل إعاقة والانضمام إليها وفق أحكام القانون ، بما يضمن تمثيلهم على الصعيدين المحلى والدولى . وتلتزم الأحزاب السياسية ومنظمات المجتمع المدنى والاتحادات والنقابات بإتاحة وتيسير وتشجيع مشاركة الأشخاص ذوى الإعاقة في كافة صور أنشطتها بتمثيل مناسب .
