تلتزم الدولة بإدراج حقوق واحتياجات الأشخاص ذوى الإعاقة بشكل عادل ومتوازن فى برامج وسياسات مكافحة الفقر والحد منه ، وبرامج التنمية المستدامة التى تقوم بها ، ويتم تنفيذ هذه البرامج والسياسات دون تمييز على أساس الإعاقة وعلى قدم المساواة مع الآخرين .
