يصدر بالنظام الأساسى للمعهد قرار من رئيس الجمهورية بعد موافقة مجلس الوزراء متضمنا على وجه الأخص ما يلى :
١ - مهام واختصاصات المعهد .
٢ - كيفية تشكيل مجلس إدارة المعهد واختصاصاته وإجراءات الدعوة لاجتماعات المجلس ونظام العمل به .
٣ - قواعد اختيار الخبراء والمدربين والفنيين والباحثين والعاملين .
٤ - اللوائح المالية والإدارية للمعهد دون التقيد بالنظم المعمول بها فى الحكومة أو القطاع العام أو قطاع الأعمال العام .
